Program Management

 

Program management is needed and used for new development programs, qualification programs and production contracts that have unique, complex requirements (programmatic support). The program manager is directly responsible to the general manager for all program management activities. The program manager operates on the basis of a charter, granted by the general manager that vests him with an extension of the general manager’s authority and responsibility. For all practical purposes, the program manager is authorized to speak and act for the general manager on all program matters. The program manager is responsible for updating the general manager regarding the program.

 

Program Manager:

It is the program manager’s responsibility to be proactive and ensure issues are resolved prior to impacting the program. The program manager monitors the program through various management controls and meetings.

 

During the fabrication, test, and qualification phases of the program, there are multiple reporting paths to monitor and report program performance. The following reporting methods are utilized at Sensor Systems:

 

  1. Design Control/Review within the Engineering Organization - The design concepts are scrutinized by all functional department representatives during the Concurrent Development Process (CDP) where the designs are reviewed in a stage gate process.
  2. Weekly Management Reviews - The progress of the program is summarized by the program manager at weekly reviews. These reviews are for the benefit of senior management. Each of the key functional departments is represented at this meeting and specific program performance issues are discussed.
  3. Monthly Program Reviews - At least monthly, the program manager presents a detailed, structured assessment of the program. This detailed review identifies all technical issues, status of the program, budget and milestone schedules. The general manager and all functional managers are present at the review to ensure all issues are identified and that actions are taken to ensure a smooth operating program without technical, budget or scheduled difficulties.
